Bernie,

Can you post a picture of this somewhere, please?  I am very interested to
see what you are referring to.

For what it's worth, my car doesn't even have the black marker writings on
the rear of the frame.

Thanks for the responses.  But this is an emobossed number, really 
wierd, then again someone boxed the frame in the engine compartment, 
could be a piece of steel from anything.
